Second chance for Kashmir's pre-paid mobiles?

After protests by cell phone users and operators, the government says it's rethinking a ban on pre-paid sim cards for mobile phones in Kashmir.

The Home Minister said on Wednesday that mobile operators would have to suggest plans that do not compromise security. Till then, the ban stays.

"Once we have in place a fairly secure system, then perhaps we can review the decision, but for the time being that decision stands," said P Chidambaram

On November 1, the ban was introduced in Jammu and Kashmir because of reports that those signing up for pre-paid connections were not being verified as required by vendors and operators.

There are 38 lakh pre-paid mobile phone subscribers in the state.

This is the root cause of all the evils in India. Instead of making people adhere to the process, you change the process. In this case, instead of bringing the offenders to the law and punishing them (who dont verify the information correctly) the government decided to discontinue with pre-paid mobiles. I heard the same thing for the RTI. There is a clause in RTI, if the information demanded for is not furnished in 1 month then the reponsible officer will be responsible for the lapse and will have to face punishment. When the question was put to government, they were quoted on a news channel 'Its a new system, people still don't know how to use it hence we are not penalizing anyone'. If this is the way a process is implemented, I have my doubts if we will ever be able to establish any accountability in the system.
