Chief Minister of Assam, Tarun Gogoi, meanwhile, told reporters that there could be no talks without communication from ULFA expressing willingness to do so.

The founding member and chairman of the United Liberation Front of Assam (ULFA), Arabinda Rajkhowa, was arrested in Dhaka in December and flown to New Delhi soon after. "Talks cannot happen with handcuffs on,", Rajkhowa had said in court in December.
