Home ministry tightens surveillance
NDTV Correspondent, Monday February 1, 2010, New Delhi

About a month after Home Minister P Chidambaram laid out his vision of the National Counter Terrorism Center (NCTC), the Cabinet Committee on Security will consider a proposal to set-up the National Intelligence Grid (NATGRID). It is will be a key structure within NCTC.

NCTC is a one stop set-up to monitor almost any activity of yours, whether through your passport or to check on immigration details.

Documents that can be sought to seek details:
  • Passport
  • Bank accounts
  • Taxes, PAN card
  • Ration card
  • Voter I-card
  • Airline, Railway travel
  • Telephone documents
Who will access your details:
New agency to be set up (National Intelligence Grid)
Intelligence Bureau (IB), Research And Analysis Wing (RAW), Central Burau of Investigation (CBI), Defence Research Institute (DRI), National Investigative Agency (NIA), Enforcement Directorate (ED) and Economic Offences Wing (EOW).

Sources tell NDTV that the Revenue Department was initially reluctant to share income tax details with intelligence and investigative agencies.

While issues of privacy and the possibility of misuse of the information still remain, investigative agencies will be able to access information at a click of button, reducing time.

At present investigative agencies follow a laborious and bureaucratic process of seeking information from individual database managers. If the NATGRID is cleared, the NCTC will only be a few steps away because other structures are already in place.

Mr. P. Chidambaram must coordinate with Mr.Nandan Nilekani, Chairman of Unique ID Project, and take his help in transferring data as collected and to be collected, so that the project of the Home Ministry could be done with ease.

Let's do this scientifically, as an exercise in market research, if you will. Let's start with our honorable representatives as a focus group, they who execute policy decisions in the name of security, funded by our tax transfusions. Let's not kid each other, this is an exercise that's going to cost, and the guys upstairs don't really have the cleanest of track records. Demand for the issue of ID cards to every single government servant, and their availability to public scrutiny, free and transparent, on the internet.
