If you're waiting for the best of foreign universities to open in the country, the Human Resource Development (HRD) Ministry says they are all keen, but Indian legislators have to feel the same.

Selling the Indian dream in American campuses, Kapil Sibal has just returned from a trip.

Harvard, Yale, Boston, MIT, Sibal says they are all keen to come to India, that too on our terms.

"They are not only extremely interested, but they are also proactive in expressing their hope that the law would be put in place very soon so that actually they can come to India as foreign education providers. We have told them that they would be like private unaided institutions in India. I've told them these cannot be profits ventures, and they didn't have any problem with that," said Sibal.

"We are thinking about it, but we don't know exactly when that's going to be," said Richard Levin, president, Yale University.

So when will their entry be okayed by the Parliament? It depends on how soon Sibal is able to convince his colleagues and other Indian parties. It's not going to be any easy task.

The Foreign Education Providers' Bill that will allow these universities entry is far from becoming law.

The Left says that if foreign universities come here and pick up the best talents, it will ruin the Indian setups.

Also, the actual process of building world-class universities is a Herculean task.

"Building a world-class university is far more than a construction project. It is building a community of knowledge, far more than its building campus," said Richard Levin.

Sibal has put the best foot forward, but there's a long way to go.
