Voted? Nice? Didn't spend polling day sleeping? Being empowered is fun right? Now for those of you who still want to be awake for the next 5 years might I offer a cuppa. It's called The Right To Information (RTI) Act, an act that allows you to hold the government accountable all year round. So no waiting for five years to feel empowered and get involved with the democratic process. Stick out your finger anytime you like to be counted and without getting that dirty brown ink on your manicured hand either. Sound fun? It is.

The UK parliament has been rocked, and seriously rocked by the expenses scandal. Although the misuse of allowances is across party-lines Brown and Labour are bearing the brunt. A stint almost as unremarkable as John Majors may be coming to a quick end. If you thought the disgraceful episode was bad, here it gets verse.

Expense and allowances for policy makers - where could they be
Reluctant to disclose them, Goodness Gracious Me.
Leaked to the medial by some old fruity.
And out they come tumbling Goodness Gracious Me.
Mortgages on homes in the market place flipped
Personal swimming pools cleaned and estate hedges clipped
Ski holidays, flat screen TVs and allowances spent on renting porn
And not by the education minister either to check how babies are born.
All that hard earned tax money, is this where it be?
My word. Goodness Gracious Me!

Well I hope those films were worth it. The speaker of the House of Commons will be stepping down on the 21st of June. 4 cabinet ministers have resigned already, more on the way. Public disgust and anger about this aristocracy makes MPs coy and low key, trying not to be seen in public or on TV. And it's not like you'd have Brit throw a shoe. Now that would be so rude and....American... or Indian... but basically that's what information does.

Ever wondered how your and my tax rupees are spent? Ever wondered how much we spend in maintaining the homes of those appointed to serve us? Ever wondered why some roads are repaired three times a year and some never? Ever wondered how transfers and appointments of cops, babus etc. happen? Or what's the budget outlay to clean your neighborhood drains and who won the contract and for how much? Or who cleared the file for a disastrous project?

Well some did wonder and filed RTI applications to find out, and came back with startling results. And no five year wait either. Imagine that. It's like voting everyday and holding someone accountable. Some RTI applications influenced policy, some forced departments to set up guidelines where there were none. Some just got people working.

This year we start the National RTI Awards to acknowledge those men and women who were awake all 5 years. Not just citizens but Public Information officers of the government of India as well as information commissioner. Nomination open now and the award ceremony will be in November.

"Traveling on rough roads, pebbles get stuck in the wheels sometime. At times mud jams them. The wheels crackle and screech, make noises, but the journey has to go on. To keep the wheels of Democracy moving, and moving smoothly, people have to play their part in tending to the road and the wheels alike. Sometimes you have to clear the roads, and other times remove little pebbles from the wheels.  We mean to honor those people who help the wheels of Democracy keep moving in our country." Not my words, I wish I were that eloquent. That's what the master wordsmith and Oscar winner Gulzar wrote for us. Many other have contributed in small and large ways to make these awards an event that matters.

You can contribute too. For your sake and your families and for the sake of democracy you don't have to wake up every 5 years for election time bed tea. RTI is your coffee, your tea to keep you awake. Use it, its decaf, low sugar, invigorating and may just win you an award next year - just for your information, and all of ours.

Sir, Corruption is just like a fall,we should take step to improve from higher level.In offices nobody cares for any LAWS-either in Municipal Councils,Electricity Boards,gas Co's and in other offices.I have so many bitter experiences.It is for the welfare of the people,but it is far from the people,it should be harder.

I have bitter experince from few Public Information Officers of West Bengal.In response to many RTI qoeries some Public Information Officers are not at all co operative. They are simply stating with respect to many queries- No record is available. The 1at Appl. Authority (Senior Officer of the same Department) is mostly supporting those PIO's views. It is more pinful to say anything about the State Information Commission, West Bengal. It seems that SIC is dedicated to help those (powerful) PIOs. Only one penalty was imposed to the PIO of one District office. No PIO was penalized in Kolkata, Even for repeated delay in furnishing infomation and providing misleading information. So RTI act is not effective as all these persons are dedicated to help corruption and corrupt officers.

Dear Sir, My Father Late sri. J. P. Das was an employee in 515 sena Base workshop, Ulsoor Bangalore, When he expired during service of tenure I was 14 Years old and was not fit for the employment on Compassionate ground. The amount of gratuity and P F recd Rs. 267983-00 was spent during sickness of my mother,she had cancer.on top of it i have debt to day about 170000/- taken for her treatment. Unfortunately she also passed away. My sister is my liability now, I am getting a 1/2 a part of my mothers pension. in which 2 times bread is not possible for one. Sister is majore now and working with some family just for 2 times food. To day i am 23 years old and pension will stop on complition of 25 years of age. I am S S L c passed and have requested to Defence 515 Sena Workshop to provide me a job on compassionate ground in place of my father as helper. They have completed all formalities and accepted my application for an employment. My application ref no 20301 dt 13,Feb 2007 have been forwarded to IHQ of MoD New Delhi (Army)ref letter no 20302 dt 24,March 2008 and copy to Base Workshop Group EME (Est) Meerut Cantt - 250 001.for approval with recommendation to consider the case. As of to day after 16 months the approval has not given by Army H Q Delhi. even after several requests to local 515 Sena Base work shop they are not caring for. May I therefore know the status on issue as to why IHQ Of MoD ( Army ) Delhi neglected my case ???? Thanking you sir With Best Regds. Divakar P R.

I used the RTI most effectively when I came to know through the NDTV that RTI workshop was being held at IG Stadium a few years ago. I bought a flat in 1991 in the house in which live at present. The builder of the house did not give me a copy of the sanction plan of the building approved by the MCD.He also did not give me any papers for six months after I took over posession in 1991. The promoter of the building who was the owner of the plot was not available for two years. When finally he came and occupied his portions of the building his wife started threatening us. She said; `You are our tenants. We can throw you out any time we like.Many portions of your flat are unauthorised.'I told them that the building was made by their builder and they were responsible for any unauthorised construction in it.They also used the MCD staff to terrorise us. They used to come to our residence almost every day and told us about the unauthorised portions of our flat. We did not have any copy of the sanctioned plan so we could not do anything. When NDTV organised a workshop a few years ago I applied for a copy of the sanctioned plan of the building through the RTI. I had earlier tried to obtain it from the Karol Bagh Zonal Office at Anand Parbat but I was always turned out on one pretext or the other. But when I applied for it through RTI an inspector of the MCD himself came to deliver it at my residence in East Patel Nagar where I live at present.After obtaining the map I lodged a complaint with the CBI against the staff of the MCD for harrassing me. I named the then Deputy Commissioner who himself came to our building to demolish the unauthorised portion which he had himself allowed to be built under the supervision of the owner of the plot.The DC , an Executive Engineer and an inspector were named by me who always came to our house to threaten us. The CBI raided their premises and they were booked. It was with great difficulty that we were able to get rid of this danger. During my struggle to save my flat I complained to the Court Committe on Unauthorised Constructions set up by Delhi High Court.I also complained to the Police Commissioner. When I went to complain to the Vigilance Commissioner at Old Secretariat, Delhi he was sleeping in his office. His staff did not allow me to see him. I waited there for 1 hour and 30 minutes. But the Vigilance Commissioner was dozing from 10AM to 11.30AM in his office. I came back disgusted without submitting my complaint and went to the Police Commissioner the next day. As I was armed with the sanctioned plan therefore I asked the MCD to demolish all the unauthorised portions of the building. The daughter of the owner of the plot played a major role in this. She has influence with the MCD, the Police. She also misled the Court Committee on Unauthorised constructions.She also lodged false complaints with the MCD,police, the Court Committee etc to harass us. The owner of the plot and his daugher wanted us to vacate the flat so that they could sell it a high rate. The cost of flats in this area is sky-rocektting. They wanted us to vacate it and give to them at throw away price. Even now we are being harassed by her. She feeds stray dogs in the street.They bark all night and spread grabage in front of our door,growl and bark at us.We complain to the MCD and request them to remove the dogs.Whenever MCD officials come to take away the dogs she does not allow them to do so.She has a vested interest in troubling us.She noramally lives in Germany but comes here every two months. But it was with the help of the RTI that I could save my flat though it was demolisehd partially twice on the instigation of the owner of the plot and his daughter. I thanked the NDTV also for enabling me to use the RTI at that time by sending an SMS to that effect. A.L.Rawal

Nice and meaning full article. Today in any walks of Life Accountability is a Must. Whether it is a Private Sector or Govt. I really admire people like Arvind who has created a new concept in RTI act. Many People should come forward to bring Justice to the society. K.Ragavan.

InformationCommission failed to provid information in RTI.Information commission not failed to provid any Railway Board letter .commissioner always said 'you go court . If information commission or any person sucess following copy of Railway Board letter I will give that person sum of one Thound cash award . 1. Copy of Railway Board letter on Which basis in Indian Railways 3 ZonalRailways Head Quarter(NWR,WCR,NR) Taking 48 Hours per Week Work in Field offices/Subordinets offices instend of 5 days Week week with 40 hours.presently NWR,WCR,NR taking 48 hours per week duty. 2.Copy OF Reservation roster which issued by Railway ministry on basis of DOPT Reservation Roster. 3.Copy of Railway Board letter which issued by Railway board on basis of DOPT letter 1998 regarding classification of staff . according to INDIAN Govt.policy ministry of Railway bound to follow Norms which issued by DOPT& Dopt work as watch dog. 4.Date of iMplementation of CAT Judgement IN OA No.140/1995 Which pass by honable court on 18.10.2001.
