Bill making rainwater harvesting mandatory tabled in Karnataka

The Karnataka Municipalities and Certain Other Law (Amendment) Bill, 2011, was today tabled in the Legislative Assembly making mandatory to build rainwater harvesting structure by households subject to certain conditions in municipal corporation areas.

The Bill, tabled by Karnataka Minister for Law and Parliamentary Affairs, S Suresh Kumar, envisages exemption of property tax on buildings and land belonging to ex-servicemen or member of the family of ex-servicemen and enhancement of the upper limit of property tax leviable by all municipal bodies.

Ex-servicemen includes a person who has served in any rank in the regular army, navy and air force and the Union and does not include a person who has served in Defence Security Corps, the General Reserve Engineering Force, the Lok Sahayak Sena and Para Military Forces.

The family of deceased ex-servicemen means the father, mother, the surviving spouse and minor children of the deceased ex-servicemen, according to the Bill.

On water harvesting, the Bill said every owner or occupier of a building having not less than 2,400 sq ft of area or owner who proposes to construct a building on not less than 1,200 sq ft should provide rainwater harvesting structure for a storage for reuse or for groundwater recharge within such date as may be notified by the government and rules issued by the corporation.
