Uttar Pradesh To Roll Out Automated Challan System For Traffic Enforcement

The Uttar Pradesh Transport Department is preparing to implement an automated e-Detection system developed under the Ministry of Road Transport and Highways (MoRTH) framework, aimed at strengthening traffic enforcement through technology. As per reports, Transport Minister Dayashankar Singh (Independent Charge) said the system will automatically identify vehicles operating without valid documents and issue e-challans without human intervention, announcing its launch.

The initiative is designed to improve road safety, enhance compliance, and make enforcement faster and more transparent, especially on high-traffic national highways.

Pilot Projects To Begin At Two Toll Plazas

As part of the initial rollout, the transport department has instructed NIC Lucknow to launch the e-Detection module as a pilot project at:

• Itaunja Toll Plaza
• Barabanki-Ahmedpur Toll Plaza

Following successful trials, the system will be expanded across Uttar Pradesh in phases, covering more toll plazas and highway corridors.

How Does The e-Detection System Works?

The e-Detection system uses high-resolution cameras installed at toll plazas to scan vehicle number plates and FASTag details in real time. This data is instantly cross-checked with national databases such as VAHAN to verify document validity.

If a vehicle is found to be operating with expired or missing insurance, fitness certificate, PUCC, permit or registration, the system automatically generates an e-challan, which is sent directly to the registered mobile number of the vehicle owner.

Checks For Transport and Non-Transport Vehicles

In the first phase, the system will focus on transport vehicles, verifying:

• Fitness certificates
• Insurance validity
• Pollution certificates (PUCC)
• High Security Registration Plates (HSRP)
• Registration documents

For non-transport vehicles, checks will include registration validity, insurance, PUCC, HSRP compliance, and declared non-usage status where applicable.

Other States Already Using The Technology

States such as Odisha, Bihar, Chhattisgarh, Gujarat, along with the Delhi-NCR region, are already implementing or piloting similar e-Detection systems. The NHAI and IHMCL have developed APIs to enable seamless sharing of vehicle movement data, with Delhi-NCR currently running pilot deployments.

Why This Matters?

Officials say the system will reduce manual enforcement, eliminate discretion-based checks, and ensure fair and transparent action against violators. It is also expected to curb the number of unfit and uninsured vehicles, improve pollution control, and increase awareness among motorists.

Calling it a step towards smart governance and digital enforcement, the transport minister urged vehicle owners to renew insurance, fitness, and pollution certificates on time to avoid penalties.
