Parliament Monsoon Session Day 12 Highlights: Parliament once again saw more of verbal altercation than debate and discussions over issues of interest. Both Lok Sabha and Rajya Sabha were adjourned twice amid protests by the Opposition.
Rajya Sabha saw argument between Congress President Mallikarjun Kharga, and JP Nadda over former's claims of Central Industrial Security Force (CISF) deployment in the upper house.
Lok Sabha on the other hand saw one bill - The Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2024 - being passed amid uproar.
In the last 11 sittings of the ongoing Monsoon Session, not a single bill has been passed in Parliament because of the political stalemate especially over Special Intensive Revision (SIR) in Bihar. The Opposition has been demanding a discussion on the electoral roll revision exercise. The protests continued today in both the Houses of Parliament even as the government had decided to push its legislative agenda and aim to get five listed Bills passed in both the Houses today.

"Opposition Attempted To Lower Decorum Of House, Mislead Nation": Kiren Rijiju On Chaos In Rajya Sabha
Amid a chaos in the Upper House over deployment of CISF personnel in Rajya Sabha, Union Parliamentary Affairs Minister Kiren Rijiju slammed the opposition, saying that they have attempted to lower the decorum of the House and mislead the nation by spreading false information about the deployment of security personnel inside Parliament.
Speaking to reporters outside Parliament, Rijiju mentioned that the ruckus erupted in the House when they raised objections to Rajya Sabha Leader of Opposition (LoP) Mallikarjun Kharge's letter to the Deputy Chairman during discussions.
"The opposition has alleged that the government deployed personnel from the Army, police, and CISF. However, the Chair clarified that no external military or police forces were deployed; only the House marshals were present. As per the rules, only marshals are allowed inside the Parliament. Apart from marshals, only members and staff are permitted entry. The opposition spread falsehoods through the media... They attempted to lower the decorum of the House and mislead the nation," the Union Minister said.
"Today marks the start of the third week of the session. In these days, we haven't been able to pass a single bill. We passed a Shipping Bill in the Rajya Sabha, and in the Lok Sabha, we passed the statutory resolution on President's Rule in Manipur, which we will pass in the Rajya Sabha today," he said.
The Union Minister appealed to the Opposition to allow the smooth functioning of the House.
"Take Tuition From Me": JP Nadda Slams Opposition Over 'CISF In House' Claim
Protests by the opposition Tuesday - over claims Central Industrial Security Force had been deployed in the Rajya Sabha - prompted the ruling Bharatiya Janata Party's JP Nadda to rebuke rival MPs.
"I have told these people several times... I was in the opposition for over 40 years. They should take tuition classes (on House conduct) from me. I will tell them how the opposition should conduct itself."
"You've been there for only 10 years now. You have to be there for 30-40 years," he declared, adding, "This is not just disturbance... this is anarchism. The House was then adjourned till 2 pm.
Mr Nadda, who is also the Leader of the House, then responded to comments by the Congress' Mallikarjun Kharge about the opposition's "democratic right to protest" inside the House.
"Regarding what the LoP (Mr Kharge is the Leader of the Opposition) said... there are different methods of disturbance. In a democracy, if you wield a stick and it hits me in the nose, your democracy ends where my nose starts. That you have to understand. That is not disturbance... it is anarchy!"
41 Hours And 11 Minutes Lost This Monsoon Session Due To Disruptions: Rajya Sabha Deputy Chairman
Both Question Hour and Zero Hour are tools to hold the government accountable and raise issues of public importance. However, due to continuous disruptions by the opposition, 41 hours and 11 minutes have been lost in this session so far, said Harivansh, Deputy Chairman of Rajya Sabha.

Leader of Opposition in the Rajya Sabha, Mallikarjun Kharge, condemned the use of security personnel inside the House with the Opposition loudly protesting the move they said was "most objectionable and undemocratic."
In a letter addressed to Rajya Sabha Deputy Chairman Harivansh, Mr Kharge had expressed shock over the manner in which the CISF personnel entered the Parliament during opposition protests. However, Rajya Sabha Deputy Chairman Harivansh refuted the claims and stated that it was not the CISF personnel but the Parliamentary security. He clarified that the only people responsible for maintaining decorum by the order of the Chair are marshals.
This was followed by a verbal altercation between Mr Kharge and Leader of the Rajya Sabha JP Nadda.

"Shot Itself In Foot": PM Modi's Jibe At Opposition Over Op Sindoor Debate
Prime Minister Narendra Modi on Tuesday told an NDA parliamentary party meeting that the Opposition made a "mistake" by asking for a discussion on Operation Sindoor, which was launched in May to target terror sites in Pakistan and Pakistan-occupied Kashmir (PoK), sources told NDTV.
He also said the Opposition got "thrashed badly" and "shot itself in the foot" during the debate in Parliament's Monsoon session, sources said. He also said the Opposition was insistent on "self-harm".

Congress MP Manickam Tagore Moves Adjournment Motion Notice To Discuss "Irregularities" In Special Intensive Revision Drive In Bihar
Congress MP Manickam Tagore on Tuesday morning moved an adjournment motion notice to discuss "irregularities" in the ongoing Special Intensive Revision (SIR) exercise being carried out by the Election Commission (EC) in Bihar ahead of the upcoming assembly elections.
In the notice, Tagore argued that the Lower House must discuss the "large-scale deletion" of names from electoral rolls in Bihar, claiming "unjustified" inclusion of voters with the removal of 12 per cent of voters.
"That this House do adjourn to take up discussion on the large-scale deletion of names from electoral rolls under the ongoing Statewide Intensive Revision (SIR), particularly in Bihar, where over 12 per cent of voters have been removed and unjustified inclusions have also been reported," the notice read.
Congress' Randeep Surjwala Gives Suspension Of Business Notice To Discuss Special Intensive Revision Exercise In Rajya Sabha
Congress MP Randeep Singh Surjewala on Tuesday morning moved a notice under Rule 267, demanding suspension of business in Rajya Sabha to discuss the "concerns" regarding the ongoing Special Intensive Revision (SIR) exercise being carried out by the Election Commission (EC) in Bihar ahead of the upcoming assembly elections.
In the notice, the Rajya Sabha MP intends to raise concerns about the voter list revision being carried out in Bihar by the EC and its plans for a similar exercise in other states, including West Bengal.
"Such actions raise serious concerns about the exclusion of already precarious communities from the electoral rolls in the absence of adequate safeguards, transparency, and due process in their implementation," the notice read.
"That this House suspend Zero Hour and the relevant rules pertaining to Question Hour and other businesses of the day to discuss the concerns arising out of the Election Commission's Special Intensive Revision (SIR) exercise in Bihar ahead of elections, as well as plans for a similar exercise in states such as West Bengal," it added.

PM Modi To Address NDA Parliamentary Meeting
Prime Minister Narendra Modi will address the BJP-led NDA parliamentary party meeting, a get-together of the ruling alliance's MPs which is being held after a considerable gap.
The NDA meeting comes a couple of days before the filing of nomination for the vice president's election begins on August 7.
