Consult chief ministers on climate change: Modi to PM
Ahmedabad: Gujarat Chief Minister Narendra Modi today urged Prime Minister Manmohan Singh to involve chief ministers of all states for defining India's national commitments for climate change, before submitting it for international negotiations.
        
In a letter to the Prime Minister, Modi raised concern over Government of India's stand at the Summit on climate change at Cancun-Mexico, with regard to measurement, reporting, verification, international consultations and analysis of India's domestic climate actions, saying that it was contrary to the earlier commitment of GOI assured to Indian parliament.
       
Modi has categorically stated that such stand was not only a compromise with the national sovereignty but also raises a serious issue regarding federal structure of India.
       
About 70 to 80 per cent of mitigation and adaptation work on climate change are being done at state level, but so far no mechanism had been put in place to involve Chief Ministers of State Governments in a consultative process before deciding on national approach on climate change, he said.
       
This is contrary to the true spirit of Indian Federal system, Modi added
