Muktsar: A man who kidnapped and allegedly raped a 24-year-old woman in Punjab's Muktsar on March 24 surrendered before police today, almost a month after he was caught on camera dragging her out of her office.

The accused, Gurjinder Singh, abducted the woman from her workplace and is seen in CCTV footage dragging her for 100 metres in broad daylight across a street lined with shops, as she struggled trying to break free and shouted for help. Vehicles drove past, but no one tried to help.

The woman has alleged that her abductor, clearly seen in the video, raped her at a farmhouse, before releasing her the next day.

The police registered a case five days after the incident. The accused surrendered a day after the Dalit woman and her father met officials of the National Commission for Scheduled Castes. After their meeting, a top police officer from Muktsar was summoned to explain the delay in apprehending the accused.

In the video, recorded on a CCTV camera of a nearby shop, the woman's colleagues are seen running out later. Police say the man is from same village as the woman and knew her.

He is seen dragging the woman out of her office at a computer centre and on the street for nearly a hundred metres.
