New Delhi: Subhash Aggarwal's RTI sparked off a fierce debate in the country over just how transparent the Judiciary was willing to be in its functioning. He is a citizen who has extensively used RTI and one who is literally setting records.

"My petition was simple. Are judges submitting their details of wealth and assets to their chief justices or not?'' asked Subhash Aggarwal, RTI Awards Nominee.

This was a question that sparked a nationwide debate on transparency in the judiciary. And the case went to Delhi High Court.

"Biggest accomplishment is that corruption has been exposed to such an extent that government plans to bring about a Judges Inquiry Bill,'' he says.

Subhash Aggarwal is a handloom exporter. But the real passion of this 59--year-old is writing. He and his wife hold the Guinness World Record for the highest number of letters published in newspapers.

Over the last few years, the RTI files have been a passion. He has focussed on this cause. And these files contain some of the hundreds of RTI applications Aggarwal has filed.

Everyday Subhash Aggarwal spends up to 5 hours going through RTI applications that he is filing and replies that he has received.

''Railways, transport, MCD, you name the topic and there is an RTI on it,'' says Subhash.
