BSF doctor, head constable charged for extorting money

New Delhi: A doctor and a head constable of the Border Security Force have been charged by a Delhi court for demanding bribe from candidates, aspiring to join the force, to clear their names in medical tests.

Dr S K Shakya, who examined the candidates, and Head Constable Narender Mehta have been charged by Special CBI Judge Pradeep Chaddah for conspiring to extort money from applicants to qualify them in the medical test.

"Mehta was not deputed in the process of recruitment. Despite that he was on collection duty which indicates nexus between him and Shakya. Thus there exists strong prima facie case against them," the court said.

The CBI had lodged the case against the duo on a complaint by one Durga Singh that his brother Kapil had appeared for examination for the post of head constable in BSF on July 30, 2009 and had cleared the medical tests and other requirements.

However, few days before the result was to be declared, Mr Mehta contacted Mr Durga informing her that Mr Kapil has been disqualified in the medical test and in case he wants to clear the same, he should pay Rs 50,000 to Dr Shakya, who had conducted the medical test.

A trap was laid and the duo were nabbed, CBI prosecutor Praneet Sharma told the court.

They have been charged with Section 120-B IPC (criminal conspiracy) and various sections of the Prevention of Corruption Act.
