The Supreme Court has issued a notice to the Centre and Delhi government on a writ petition filed by the wife of Devender Pal Singh Bhullar, a convict in the 1993 Delhi car bomb blast case.
Navneet Kaur contended that execution of a mentally unstable prisoner was in violation of the Constitution.
She has challenged the Presidential rejection of the mercy plea to commute the death sentence awarded to her husband to life imprisonment. The government has to reply in four weeks.
