Chief Minister Rekha Gupta has announced that Delhi will adopt the Centre's 'Rah-Veer' scheme, a programme designed to encourage citizens to assist road accident victims. Under this initiative, anyone who helps transport a seriously injured person to a hospital or trauma centre within the crucial "golden hour" will be eligible for a cash reward of Rs 25,000. The golden hour refers to the first hour after an accident, when timely medical care can make the difference between life and death.

Speaking about the scheme, Gupta explained that it was created to remove hesitation among bystanders who often avoid helping due to fear of legal complications. "Many people hesitate to help due to fear of legal complications or police procedures. This scheme will remove such apprehensions and encourage citizens to step forward," she said. The programme aims to ensure that victims receive immediate medical attention without delay.

Rah-Veer Scheme: Eligibility

Any individual who ensures that a seriously injured accident victim reaches medical care within the golden hour can claim the reward. Even if multiple victims are assisted in a single incident, the rescuer will receive a maximum of Rs 25,000 for that case. In addition to the cash prize, rescuers will be given a certificate of recognition. Each year, ten individuals will also be chosen for a national award worth Rs1 lakh.

Rah-Veer Scheme: Legal Protection

The scheme has been framed in line with the Good Samaritan Rules under the Motor Vehicles (Amendment) Act, 2019. These rules provide legal protection to those who voluntarily help accident victims, shielding them from unnecessary police or legal harassment. By combining this legal safeguard with financial incentives, the government aims to encourage more people to respond promptly in emergencies.

Rah-Veer Scheme: Verification & Emergency Response

To ensure transparency, a District Level Evaluation Committee will review each case. This committee will include the District Magistrate, senior police officers, the Chief Medical Officer, and the Regional Transport Officer. Verified beneficiaries will receive the reward directly into their bank accounts through an online transfer system.

Officials believe that with thousands of vehicles on Delhi's roads every day, quicker intervention during the first hour after a crash can significantly reduce fatalities. The Rah-Veer scheme is expected to change public attitudes, reduce hesitation among bystanders, and strengthen the city's emergency response system, ultimately saving more lives on the capital's busy roads.
