With 82 Hours Wasted, Rajya Sabha Worked Just 9 Per Cent In This Session

The Monsoon Session of the Parliament was scheduled to be held from July 21 to August 13.

New Delhi: The Rajya Sabha worked for just over nine hours in the Monsoon Session of Parliament which ended today with key legislation like the Goods and Services Tax Bill pending.

More than 82 hours in the 17-day session were lost in the cycle of protests, disruptions and adjournments.

In Lok Sabha more than 34 hours were lost to interruptions. Just six bills were passed out of the ten that were introduced and less than three questions were answered on average per day.

Of the bills that were passed in the session, none were significant. While every political party billed itself as the champion of the common man, none of them resorted to legislative instruments to raise issues.

More time was lost in Rajya Sabha because government is in a minority while in the Lok Sabha it enjoys a sweeping majority.

According to research outfit PRS Legislative Research, this session was Rajya Sabha's least productive in the last 15 years with a 9 percent productivity rate.

While both Houses did not function in the first two weeks of the session, the Lok Sabha picked up discussions later and reached a productivity level of 48 percent by the end, a PRS note said.

The session saw the Congress and other opposition parties refusing to allow any business unless BJP leaders caught in controversies were removed.

The Congress has demanded the resignation of Foreign Minister Sushma Swaraj, alleging that she had committed a crime by helping tainted cricket boss Lalit Modi with urgent travel documents in the UK last year.

Speaking on the washout of the session, Union Finance Minister Arun Jaitley blamed the Congress for its ceaseless disruptions.

Congress sources have said the party was determined to deprive Prime Minister Narendra Modi of the chance to claim the GST reform as a major accomplishment in his Independence Day speech on Saturday.
