No Proof How Delhi Government Spent Rs 19,000 Crore,  Says Government Auditor's Report
New Delhi: The Delhi government has failed to prove that funds of over 19,000 crore allocated for various projects have been properly utilised, the government auditor has said.

The funds have been allocated over the last 10 years for various projects, but there are no "utilization certificates" -- which constitute proof of the money spent -- for it, said a report by the Comptroller and Auditor General, or CAG.

"There were delays in obtaining utilisation certificates from various grantee institutions," said the CAG. "Of 5,235 grants amounting to Rs 26,434.30 crore given till March 2013, 4,784 UCs (utilisation certificates) amounting to Rs 19,064.02 crore were awaited from various departments at the end of March 2014."

Nearly half of this 4,784 missing utilization certificates, 2267 -- representing funds worth Rs 5,651.17 crore -- have been pending for over a decade, the CAG said.

The government came under criticism in other areas as well. The under assessment and short levy of revenue was to the tune of Rs 905.66 crore in 2001 cases during 2013-14, the report said.

The performance in the education sector too, was dismal, the report said, pointing out that in selected primary schools, the average attendance decreased from 74% in 2009-10 to 66% in 2013-14, the report said.

The Sarva Shiksha Abhiyan also could not be sustained, the report said, "The enrolment, attendance and retention of children in schools could not be enhanced."

Assessing the Mid-Day Meal scheme, the CAG said meals were not served for the prescribed number of days. Nearly 90% of the 2,102 meal samples tested had failed nutritional value tests.

The Delhi Tourism and Transport Development Corporation, the CAG said, has failed to formulate a perspective plan for tourism promotion in the city despite 39 years of its formation.

During 2009-14, tourist inflow in Delhi as a whole registered an increase of 108%, but it increased only by 30% in the tourist spots owned by the company, it said.
