Cash Rules For Farmers Relaxed. In Delhi's Backyard, Bank In The Dark

According to new rules, farmers can withdraw upto Rs 25,000 a week against loans sanctioned to them.

Rabupura village, Gautam Budh District: It's just 50 km from Delhi and yet even six hours after the government relaxed rules for farmers withdrawing cash, enabling them to meet the demands of the sowing season, neither Satpal nor the State Bank of India he patronised knew of them.

For the last three days, Satpal's crutches had seen extra wear and tear because he's been hanging around his bank for that Rs 20,000 he so desperately needs for sowing.

"They are unable to help me even though I am a senior citizen and I am disabled," he told NDTV. Did he know that he could now take Rs 25,000 in cash? "Does the manager know?" he retorted.

There are armed guards trying to maintain order but they seem to be struggling with the crowds outside, getting angrier as closing time nears.

Satpal is badly off but at least he has made it inside the bank. Many have been waiting outside since 5 am without even being able to set foot inside.

Bank manager Navin Chandra Prasad's cubicle has a crowd hanging around it. He says his branch is struggling with the 300 customers he normally manages to deal with just two employees.

He hasn't heard of the new announcements and neither does he have a plan of how to establish those who have weddings.

Many have come with invitation cards, but in a country where families are large, how do you determine whether you allow large cash withdrawals for distant relatives' weddings or not?

"There is a cash flow problem, but I will ask zonal office about individual cases," he said. As NDTV talks to him, customers boo him for coming to work at 10.30 am.

"We are all farmers and we are all suffering. Can you get our word to the government?" a senior citizen asked outside.

According to the new rules, farmers can withdraw up to Rs 25,000 a week against loans sanctioned to them to buy seeds and fertilizers and credited to their accounts.

Rs 25,000 a week can be drawn from payment that they receive for agricultural produce in form of cheques. Besides, the time limit for the payment of insurance premium on crop loan has been extended by 15 days.
