How much does a hydrocoelectomy surgery cost? Can one claim the cost to LIC company under his policy?

The cost of this surgery would depend upon the location where you are getting yourself operated but, broadly speaking, this may cost anywhere between Rs. 7,000 - Rs. 20,000 including 1 day's stay at the nursing home/hospital. In my opinion no LIC policy will cover the cost of this procedure.
