New Delhi: Arvind Kejriwal today visited a 13-year-old girl who is in hospital after being brutally raped and dumped near a railway track in Delhi. Congress president Sonia Gandhi is also likely to visit the rape survivor.

The teenager, who is said to be mentally challenged, had to go through major surgery at the AIIMS hospital, where she was brought a week ago with severe wounds all over her body.  The alleged rapist, a neighbour, was arrested on Wednesday.

"Delhi is not a full state as a result of which such problems are coming up repeatedly. Such incidents remind us that somehow law and order should be under democratic control so that law enforcement agencies and the public can work together," the Chief Minister said, underscoring what has been his Aam Aadmi Party government's main demand since taking power last year.

Mr Kejriwal said he had asked for an appointment with Home Minister Rajnath Singh to discuss full statehood for Delhi.

The girl was allegedly assaulted near her village in South East Delhi. She went missing on May 17 and was found a day later, lying unconscious near train tracks.

The teenager, who has lost her parents and lives with her aunt, will take months to recover, said the chief of the Delhi Commission for Women, Swati Maliwal.

"The girl has been brutally raped and we are suspecting it is a case of gang-rape. She is mentally challenged. She has severe injuries on her body," Ms Maliwal after visiting her yesterday.

"She has undergone a major surgery and according to doctors it will take her at least four months to recover," she added.

Ms Maliwal said she had asked the police to explain why the commission was not informed about the incident for a week.
