Assam-Nagaland Border Clashes: Centre Preps Roadmap To Control Violence
New Delhi: The Centre wants the governments of Assam and Nagaland to begin talks as part of an immediate road map to control the violence that has hit villages on the border of the two states. 15 adivasis or tribals from Assam have died in ethnic clashes with Nagas in the last one week.

  1. A Central government note alleges that the current spate of violence began with a land dispute between two men, a Naga and an Assamese, which was fanned by social activists and politicians, with insurgent outfits in both states jumping in.

  2. The note alleges that when Assam Chief Minister Tarun Gogoi visited the area on Tuesday, local Congress leaders opposed to him joined Adivasi groups and "organised a huge protest," further adding to the tension.

  3. Union Minister of State for Home Kiren Rijiju is in Guwahati today, where he will meet the chief ministers of Assam Tarun Gogoi and Nagaland Chief Minister T R Zeliang. He is expected to discuss the Centre's road map with them. Mr Rijiju will visit Golaghat district, the epicentre of the violence, later in the day.

  4. The Centre will relocate more forces to the Golaghat area. There are 200 companies of central paramilitary forces already in the region and another five to six companies have been sent.Under the protection of the central forces, it wants the 10,000 people displaced resettled.

  5. The Centre also wants Nagaland to announce compensation equal to the Rs eight lakh each announced by Assam for all those killed in the ethnic clash. The Narendra Modi government reckons that if Nagaland pledges compensation for the Assamese people killed, it will help de-escalate tension.

  6. The situation at the Assam-Nagaland border is extremely tense. The Asom Gana Parishad has a called a day-long bandh today in protest against police action on protesters on Tuesday and Wednesday. The police opened fire both days; while it stressed on Tuesday that no one was injured in firing, three people died yesterday.

  7. Those protesting against the killing of the nine Assamese allegedly by Naga insurgents have clashed with the police. On Wednesday, a 4000-strong mob with bows and arrows and spears attacked the police, which then opened fire.

  8. On Thursday, protesters defied curfew orders to come out on the streets, and block national highways cutting off the entire Upper Assam, Nagaland and Manipur from the rest of the country.

  9. The Numaligarh Oil Refinery in Golaghat has been closed down and hundreds of oil tankers that carry petroleum to the rest of the country are lined up along the NH 39 and 37.  Assam's Home Secretary GD Tripathy said shops and businesses are closed in Golaghat district.

  10. Parts of the border between Assam and Nagaland have been disputed for about 50 years. The dispute has led to several bouts of violence in the past.
