CBSE Third Language Explained: The Central Board of Secondary Education (CBSE) has explained the implementation of the Third Language (R3) in a social media post on X. In alignment with the National Curriculum Framework for School Education (NCFSE) 2023 and the National Education Policy (NEP) 2020, R3 (Third Language) will be introduced starting with Class 9 in the  2026-27 academic session, the board stated.

According to CBSE, the initiative "aims to strengthen multilingual learning and ensure that every learner studies at least two native Indian languages, in line with the aim of promoting India's rich linguistic diversity". The board has extended the timeline for the commencement of implementation to July 1, 2026. As per the official announcement, the board offers Hindi, English, and 42 other languages. 

Phased Implementation of R3 At Secondary Level

  • In the 2026-27 academic session, to be introduced for Class 9 in CBSE affiliated schools. It is compulsory for Class 9 students at this transitional stage.
  • In the 2027-28 session, compulsory for Class 9, and to be introduced for Class 10 students. In this academic year, the R3 will be made compulsory for 10th students as well. 
  • From 2028-29 onwards, the Third Language is compulsory for both Class 9 and 10 students. 

Resources To Use In Transitional Phase?

Class 9 students will study Class 6-level R3 textbooks, which are entry-level reading materials. In the 2027-28 session, Class 10 students in their transitioning phase will read Class 7-level R3 textbooks. According to the official guidelines, one local literary text has to be studied in each class. 

How R3 Will Be Evaluated?

The assessment of R3 will be internal based only, as per the official information. Schools will be evaluating the Third Language (R3).

Third Language Rules

  • Languages will be offered at R1, R2, or R3 levels, but students cannot opt for the same language at more than one level. 
  • R1 and R2 may be studied using the same textbook, but with different learning outcomes, syllabus coverage, and board examination patterns.
  • For languages without NCERT or CBSE textbooks, SCERT or state textbooks will be used, while maintaining separate assessment frameworks for R1 and R2 levels.
  • Of the three languages, at least two should be Indian languages.

Who Are Exempt? 

  1. The board has announced exemptions for children with special needs.

  2. Case-based exemptions may be provided for foreign or transient students.

  3. CBSE schools situated in foreign countries are exempted from the requirement of two native Indian languages.
