Maharashtra: Finally, Cong, NCP strike a deal

The Congress and the NCP have finally reached an agreement over berth-sharing in the would-be Cabinet, sources told NDTV today. As per the deal, the Congress will have 23 ministers  while the NCP will get 20 portfolios, including home and finance.

The two sides had worked out a formula and was waiting for the Congress high command's approval.

After a series of meetings on Wednesday, senior NCP leader Praful Patel had said that the new government would be in place on Friday or by Saturday.

On Wednesday, Governor SC Jamir had publically rebuked the Congress and the NCP for the delay in government formation. The two allies were voted to power with clear numbers nearly two weeks ago, but had been fighting over portfolios since then.

The governor was forced to intervene because the winning partners Cong and NCP failed to form a government due to their continuing squabble over the distribution of Cabinet berths even after two weeks since the polls results were declared.

Soon after the putdown, the allies said the deadlock would end soon. Chavan even went on to say that a new government could be in place within 48 hours.

"There are still a few small differences with the NCP, but we hope to resolve them latest by Thursday morning," he said.

"Now it is just a matter of a few hours," reiterated NCP leader Praful Patel.

The allies also faced pressure from the public and the Opposition with the Shiv Sena-BJP combine demanding President's rule in the state. The delay has crippled the state machinery, already running slow for two months now because of the election code of conduct.

Crucial posts like the state director general of police and Mumbai municipal commissioner have not been filled. Major projects like the Dharavi Redevelopment Plan and the extension of the Mumbai sea-link are blocked.

There is a saying in Telugu which means to say "Thieves have agreed on boundaries of areas where they will operate so that one will not encroach into others area". This looks like that. After people have given their verdict, elected representatives deciding on who will loot what. The same thing is happening across India whether it is Karnataka, Maharashtra, Tamil Nadu or Andhra Pradesh etc. It is high time we initiate sweeping political reforms and take a look at what 60 years of democracy has delivered, where we need to improve, we can not continue the same way. My strong feeling is that, even though we are living in a parliamentary democracy, the elected representatives are often found wanting when they have to select their own leader. Strong example is AP MLAs who can not elect their leader, it has to be appointed from high command in Delhi. This is not today's story it has been like that forever. So I propose CMs and PMs to be directly elected by people similar to a Presidential democracy. Most of the parties are naming their PM candidates before the election. So the ground has already been prepared for this. I propose that these elected representatives to be renamed "Peoples Representative in Parliament - PRP" and "Peoples Representative in Assembly - PRA". Moreover people who are contesting from a place should be making a living in that area. Today most of the MLAs and MPs don't live in the place which they represent in parliament or assembly. This is a gross violation of democracy. If we follow this, we will eliminate people getting elected from the same family unless they are living apart like Karunanidhi and Azhagiri. He has carefully planned in splitting the state between his 2 sons in a far-sighted move. Once we do it, then we have to look at Government formation, none of these elected representatives will form the Government. The Government will be formed by the directly elected PM, choosing eminent people in respective fields. Elected representatives will only participate and vote in the debates in Parliament and Assembly on bills brought out by the ministries keeping in mind the interests people whom they are representing. We can avoid the kind of Maoist and Naxal menace that we are facing today if we follow this as all territories are truly represented in the Parliament. I put forward my thoughts up for debate and it should open up a new era.
