The new policy promises Pakistan military and financial assistance instead of holding it accountable for the resurgence of the Taliban.
The policy also suggests that the only way to get Pakistan to focus on its western frontier is if New Delhi resumes the peace process with Islamabad.
It also urges India to reduce its civilian presence in Afghanistan.
