20 kilos of mainly methamphetamine were found being manufactured in Asagaon, Thane, and in an apartment on Mira Road, just outside Mumbai.
Nine people including a Dutch citizen and six Iranians have been arrested.
They allegedly planned to export the drugs via regular mail to Europe and Central America.
