Government Seeks Public Views On Digital Locker Expansion

All official documents and certificates will be stored in the central digital locker

New Delhi: The government today started public consultation on expansion of Digital Locker system with an aim to relieve people from tedious process of physical document submission for admission, bank loans etc.

"Digital Locker stakeholders are requested to download the documents, read them and send in their comments or suggestions," the Ministry of Electronics and IT said in the consultation note on Digital Locker interoperability documents.

Digital Lockers are like e-mail accounts which can be opened through websites.

Citizens who sign up for a DigiLocker account get dedicated online storage space linked to their Aadhaar numbers.

Once the DigiLocker account is created, organisations that are registered with Digital Locker can push electronic copies of documents and certificates (such as driving licence, voter ID, school certificates) directly into citizen lockers for their use.

The MEITY is now exploring option to provide digital locker facility through licenced service providers who will provide platform for storing documents in digital format and enable technology for sharing it with concerned entities like educational institutes, banks, or any other department.

"Digital Locker Service providers may levy charges related to creation (signup) of users accounts and other value added services therein. This charge will not be regulated by the authority," according to the proposed framework.

The MEITY has issued three proposed draft framework for Digital Locker - Digital Locker Technology Framework, Technology Framework for Electronic Consent and Digital Locker Commercial Models.

The last date for submitting comments on these papers is October 25, 2016.
