The Monsoon session of Parliament 2025 had a stormy start with the opposition raising demand for a discussion on Operation Sindoor. Both the houses - Lok Sabha and Rajya Sabha - were adjourned till noon within minutes of starting.

The Congress is likely to raise several key issues including Pahalgam terror attack, Bihar Special Intensive Revision (SIR) and the Air India plane crash in Ahmedabad. The Congress is also likely to seek a response to US President Donald Trump's claims about mediating a ceasefire between India and Pakistan in May.

The Monsoon Session, which will continue till August 21, with a break from August 12 to August 18, will have 21 sittings across 32 days. The session will witness discussions on multiple bills, including the Income-Tax Bill, introduced during the Budget Session in February. Coastal Shipping Bill, 2024, Bills of Lading Bill, Manipur Goods and Services Tax (Amendment) Bill, and Indian Institutes of Management (Amendment) Bill are among several bills likely to be taken up during the monsoon session.

Opposition Members Not Allowed To Speak: Rahul Gandhi After Adjournments

Congress leader Rahul Gandhi said that as the Leader of the Opposition in the Lok Sabha, it is his right to speak in the House, but he was not being allowed while the government made statements. Mr Gandhi made the remarks while speaking to the media after the House witnessed protests by the opposition and was adjourned.

"The question is that the defence minister and their (the BJP) people are allowed to speak, but if someone from the opposition wants to say something, he is not allowed," Mr Gandhi said.

"I am the Leader of Opposition, it is my right, I am never allowed to speak," he said, adding that this is a "new approach".

Taking a swipe at Prime Minister Narendra Modi, Mr Gandhi said he "ran out of the House in a second". "The debate will happen if they allow it, but the issue is that the victim states that if the people from the government say something, we should also be given space. We wanted to say two words, but the opposition was not allowed," he said.

Select Committee Report On new Income-Tax Bill Presented In Lok Sabha

The report of the Select Committee on the new Income-Tax Bill was presented in Lok Sabha on Monday by the panel chairman Baijayant Panda. The Select Committee examined the Income-tax Bill, 2025, which seeks to simplify language and structure of the Income Tax Act 1961.

The Income-Tax Bill, 2025, was tabled in Parliament in February this year by Finance Minister Nirmala Sitharaman. It was subsequently referred to a Select Committee for a detailed examination.

The Income-Tax Bill, 2025, is on the agenda of the government for passage in the monsoon session of Parliament.

They Do Not Give Enough Time To Small Parties: Rashtriya Loktantrik Party MP Hanuman Beniwal

Rashtriya Loktantrik Party president and Lok Sabha MP Hanuman Beniwal on Sunday called for giving enough time to smaller political parties in the parliament to discuss important issues, after he attended the all-party meeting called by the government ahead of the commencement of the monsoon session.

The RLP president stated that he raised the issues of paper leaks, the rise of drug use, online gaming, and unemployment in the all-party meeting, and called for giving enough time to at least one or two members of political parties to raise issues in the House as well.

"In the all-party meeting, we spoke about giving ample time to 1-2 member parties to speak on important issues. They do not give enough time to small parties," Mr Beniwal told ANI. "The paper leak incidents that are happening across the country, This should be discussed in the House...The rise in drug menace, online gaming and unemployment - we have raised all important issues," he added.

Currently, Mr Beniwal is the sole representative of his party in the Lok Sabha.

Ahead of the Monsoon Session, Lok Sabha speaker Om Birla appealed to all members to cooperate in ensuring the smooth functioning of the House, underlining its critical role in advancing inclusive development, social justice, and national interest.
In a post on X (formerly Twitter), Mr Birla wrote, "The fifth session (Monsoon Session) of the 18th Lok Sabha is commencing today. In this sacred temple of democracy, the collective role of all representatives is extremely important for the expression of public aspirations and the protection of national interests."

He urged leaders across political parties to engage in constructive discussions and maintain a healthy democratic dialogue throughout the session, which is scheduled to run till August 21.

Congress' Manickam Tagore gave an Adjournment Motion notice in the Lok Sabha to discuss a matter of "urgent and serious national importance." He requested the Speaker to discuss the alleged security lapses that led to the Pahalgam terror attack, followed by the foreign policy post Operation Sindoor.

"Matter: Glaring security lapses that led to the Pahalgam terror attack, the questionable foreign policy handling in the aftermath of Operation Sindoor, the recent claim by the US President that five Indian fighter jets were shot down, and the conspicuous silence of the Hon'ble Prime Minister even after 24 public statements by the US President taking credit for India's ceasefire," the notice read.

Congress' Renuka Chowdhury Moves Motion In Rajya Sabha Over Pahalgam Attack, Trump's Ceasefire Claims

Congress MP Renuka Chowdhury has moved a Notice of Motion in Rajya Sabha to discuss the issue of Pahalgam terror attack and Operation Sindoor in the house.

The notice reads, "That this House adjourns to discuss the grave lapses in internal security that led to the recent terror attack in Pahalgam, resulting in tragic loss of innocent lives, the cross-border terror emanating from Pakistan; and to deliberate on the foreign policy actions of the government following the ceasefire with Pakistan after Operation Sindoor."

In a notice, Ms Chowdhury also mentioned US President Donald Trump's repeated claims of brokering peace between India and Pakistan following Operation Sindoor, saying that if his claims are "true," it would violate the provisions of the Shimla Agreement.

The notice reads, "The matter becomes even more serious in light of former US President Donald Trump's repeated public statements-made 24 times so far, most recently on July 19-claiming that he personally mediated the ceasefire between India and Pakistan and used trade leverage to end hostilities."

"Such assertions, if true, would violate the provisions of the Shimla Agreement, which prohibits third-party mediation on India-Pakistan matters. The people of India deserve to know whether the Shimla agreement remains in place or not," it added.

In a notice to the General Secretary of the Rajya Sabha, P Sandosh wrote, "I hereby serve notice under Rule 267 of Rules of Procedure and Conduct of Business in the Council of States (Rajya Sabha) of my intention to move the following motion for the suspension of business listed for 03/02/2025 "That the House do suspend Zero Hour and other relevant rules relating to Question Hour and other business of the day to discuss the Pahalgam attack, Operation Sindoor, and American President Donald Trump's repeated claims of diffusing the tension between India and Pakistan that led to the ceasefire."
