The National Human Rights Commission (NHRC) has issued notices to the Centre and the Jammu & Kashmir Government over the allegations of a fake encounter in Poonch. One of the so-called 'Lashkar militants' killed in an encounter on Monday, turned out to be Ashok Kumar, a civilian resident of Poonch and not a militant.
