Noisy scenes continued for the second consecutive day on Tuesday in the Andhra Pradesh Assembly leading to its adjournment for the day without transacting any real business.
Speaker Nadendla Manohar tried to evolve a consensus on the conduct of the listed business in the House but to no avail as the political parties stuck to their respective stand on different issues.
Telangana Rashtra Samiti members stormed the Speaker's podium, as soon as the House began in the morning, demanding that a resolution be adopted seeking creation of Telangana state.
The main opposition Telugu Desam Party moved an adjournment motion seeking dismissal of "tainted ministers" but the Speaker disallowed it.
Legislative Affairs Minister D Sridhar Babu appealed to the protesting TRS members to let the House transact business, but the latter did not relent.
The Speaker then asked floor leaders of all parties to express their views on the issue and help him conduct the proceedings smoothly.
TRS floor leader E Rajender recalled the then Union Home Minister P Chidambaram's statement (on December 9, 2009) on "initiating the process for creation of Telangana state" and alleged that the Centre went back on its word.
"During the general strike last year, Prime Minister Manmohan Singh himself promised to resolve the Telangana issue within six months, but even after a year nothing happened. There is unanimity among parties on Telangana with even TDP and YSR Congress making their stand clear," Mr Rajender pointed out and wanted the House to pass a resolution seeking creation of Telangana state.
Mr Rajender also took exception to Chief Minister N Kiran Kumar Reddy's claim that a resolution on the issue would face defeat in the House.
CPI floor leader G Mallesh and BJP leader Y Lakshmi Narayana also wanted a resolution on Telangana. CPM leader Julakanti Ranga Reddy wanted the House to adopt a resolution seeking the Government of India to take an immediate decision on the state bifurcation issue. "The state has been suffering because of the indecisiveness for the past many years," he added.
Lok Satta Party chief N Jayaprakash Narayan too expressed anguish over the issue and said the state suffered heavily since 2009.
"The Sri Krishna Committee submitted its report (on the state bifurcation issue) way back in December 2010. About 21 months have elapsed but no decision has been taken based on the report, despite repeated claims. Is the Centre sleeping?" he asked.
TRS MLA T Harish Rao objected to the claims being made by Mr Narayan, pushing the House into pandemonium. At the same time, there was a verbal duel between Labour Minister Danam Nagender and independent MLA Nagam Janardhan Reddy, though nothing went on record.
This forced the Speaker to adjourn the House for 30 minutes but it resumed only after two hours. Order did not restore even then and the TRS MLAs once again rushed into the Well.
The Speaker then adjourned the House till Thursday.
