A sarpanch in Kashmir's Anantnag has given an offer that few can refuse. Farooq Ahmad Ganaie, an advocate by profession, is hell bent on getting rid of polythene garbage. So, he is giving anyone who collects 2,000 kgs of garbage a gold coin.
