But for daily wage earners like Rati Devi, that's not really encouraging.

Ram Rati Devi and her family are still in shock.Her youngest son, the family's sole bread winner, Umeshkant Pandey, a Gurgaon toll plaza employee, was shot dead inside a toll booth in Gurgaon on September 25. He was allegedly shot by Vijay Veer Yadav, who did not want to pay the Rs 27 toll ticket.
