Thousands of homeless Iranians huddled against the cold late on Monday, a day after at least 450 people were killed in Iran's deadliest earthquake in more than a decade, state TV said.

Four years ago Craig Hinds was homeless. A US Navy vet who served back-to-back tours in Iraq and Afghanistan, he had no job and was suffering from PTSD.

When Iraq invaded Kuwait in 1990, fellow Gulf states raced to shelter thousands of displaced Kuwaitis. Fast forward 25 years, and the homeless from Syria's nearby war have found scant refuge in the Arab world's richest states.

Billboards still read "Welcome to Arbil, 2014 Arab Tourism Capital," but most of the visitors Iraq's Kurdistan region welcomed last year were people made homeless by a jihadist offensive.
