The Jammu and Kashmir State Human Rights Commission will next month hear an appeal against state government's refusal to act on the commission order awarding Rs 10-lakh compensation to Farooq Ahmad Dar, who was used as a "human shield" by an Army officer earlier this year.

Farooq Ahmad Dar, who was tied to an army jeep and paraded during the violence-hit April 9 by-polls in Srinagar, had cast his vote before he was used as a "human shield", a police investigation has confirmed.

The Jammu and Kashmir human rights commission today directed the state government to pay a compensation of Rs 10 lakh to Farooq Ahmad Dar, who was used as a "human shield" by the Army during the Srinagar Lok Sabha bypoll.

Now that Major Gogoi has been awarded COAS Commendation Card by Chief of Army Staff General Bipin Rawat for "his sustained efforts in counter-insurgency operations", the Jammu and Kashmir Police have made it clear that the "investigation into the circumstances that led to the incident would continue".

Major Gogoi has been in news ever since he placed a Kashmiri man, later identified as Farooq Ahmad Dar, on the bonnet of his jeep during recent protests in Kashmir on April 9. The video of the incident sparked a major debate.
