The Central Bureau of Investigation's (CBI) legal officers are firming up the final chargesheet in the 2G spectrum case to be filed by next week. Sources in the CBI say the first chargesheet will form only about 10 per cent of the entire 2G investigation.
Former telecom minister A Raja, the main accused in the scam, faces charges of conspiracy, cheating, forgery and misuse of official position to grant illegal favours to telecom companies in return for financial gain, say sources.
CBI sources also say that Department of Telecom officials Sidharth Behura and RK Chandolia will face charges of conspiracy, cheating, forgery, and misuse of official position to grant favours to telecom companies.
On March 16, the CBI had told the Supreme Court that it has evidence that Mr Raja forged documents that allowed him to pull off the 2G spectrum scam.
Mr Raja, who was the country's Telecom Minister till November, was arrested on February 2 on charges that include criminal conspiracy and corruption. The CBI had also arrested two of his close aides - RK Chandolia and Siddharth Behura.
Mr Chandolia was Mr Raja's private secretary during UPA1. When the UPA returned to power in May 2009, and Mr Raja returned as Telecom Minister, Mr Chandolia was appointed the Economic Advisor to Mr Raja's ministry. CBI sources say Mr Chandolia interacted with the licensees who were allegedly sold 2G frequency at bargain-basement prices by the Telecom Ministry.
Siddharth Behura was the Telecom Secretary January 1, 2008 to September 30, 2009. He signed off on the files that formalized the sale of 2G licenses.
