France, UK propose climate fund to help fight emissions

Port of Spain: Prime Minister Mamohan Singh had a bilateral meeting with his British counterpart Gordon Brown in Port of Spain.

In what seems to be a give and take climate deal offered to countries like India, France and Britain have proposed that the rich countries set up a 10 billion dollar fund to help fight deforestation and reduce output of greenhouse gases. The British and French leaders have pledged their countries' contributions to the fund.

The rich countries have said a climate treaty would only be possible if India and China agree to take voluntary, but binding, emission cuts in the new protocol to be discussed at Copenhagen.

While China has already announced emission cuts, India is not willing - yet - saying that under the United Nations convention, only rich countries are required to take mandatory emission cuts.

India has also refused to allow its domestic mitigation measures to be open to international scrutiny as demanded by several western counties.

Ministers from four of the leading countries of the Group of 77; China, India, Brazil and South Africa met in Beijing on Friday to discuss the forthcoming United Nations environment summit in Copenhagen this December.

Environment Minister Jairam Ramesh met Chinese premier Wen Jiabao. Ramesh reportedly also met Xie Zhenhua, the deputy head of the powerful National Development and Reform Commission.

World leaders will assemble in the Danish capital in early December for The United Nations Climate Change Conference, to address the common threat of climate change.

The summit wants governments to reach a comprehensive, fair and effective deal on climate change that will ensure both long-term commitments and immediate action.
