"The issue is that there is no attempt to start dialogues with communities to prevent hate speeches which result in multiple acts of violence. we are appealing to the PM because he is head of government," says social activist and former IAS officer Aruna Roy, who was a signatory to an open letter to the PM flagging the rising 'hate wave' in the country.
