Governance deficit in Naxal states: Montek

Even as the Centre is working on a unified plan to tackle Naxalism, Planning Commission Deputy Chairman Montek Singh Ahluwalia has told NDTV that there have been deficits in governance in the Naxal states that have led to the belief that the rights of forest dwellers are not being protected.
