How The Rankings Were Compiled
To create this year's list, Time Out surveyed over 24,000 people across more than 150 cities, asking them to rate the quality and affordability of their local cultural scenes. Respondents also shared what their cities do best, across categories such as live music, theatre, festivals and literature. These insights were combined with votes from Time Out's panel of editors, writers and cultural experts. Only the highest-scoring city from each country was included, ensuring a globally representative list of cultural hubs.
