The US Senate passed a sweeping industrial policy bill Tuesday aimed at countering a surging economic threat from rival China, overcoming partisan divisions to support pumping more than $170 billion into research and development.

"The labour laws have been streamlined into four laws. The Code of Wages 2019 was notified in August 2019, Code on Occupational Safety, Health and Working Conditions Bill, Industrial Relations Code and Social Security Code Bill have been notified this year," the CEA said.

The proposed US Bill -- Protect and Grow American Jobs -- is riddled with "onerous conditions" and places "unprecedented obligations" on both Indian IT companies and clients using H-1B visas, software body Nasscom has cautioned.

Pushing to fast track reforms, the Labour Ministry plans to place as many as six bills before Parliament in the Winter Session starting next month.

The government on Tuesday said it will carefully examine the "hire and fire" clause under the draft Labour Code on Industrial Relations Bill, 2015, that seeks to make retrenchment easier for employers.

The government has not ruled out the possibility of proroguing Parliament to enable re-promulgation of an Ordinance relating to land acquisition.

HCL Technologies, India's fourth largest software services firm, on Tuesday said it has bagged a contract from US-based Washington Gas for providing IT solutions related to billing and customer care.

The government has proposed to implement GST from April 1, 2016, and the new Finance Commission may be set up ahead of its schedule to look into the issues related to the new indirect tax regime.

The killer provisions are in particular related to the much-sought after H-1B and L-1 visas used by Indian outsourcers to send workers to the US.

At a time when Indian corporates are keenly awaiting final guidelines for their entry into commercial banking, multilateral agency IMF has cautioned that risks related to allowing industrial houses to promote or own banks might "outweigh" the benefits.
