Supreme Court Stray Dogs Hearing Live Updates: The Supreme Court on Friday stayed an earlier order to permanently relocate stray dogs from the streets to dog shelters in Delhi-National Capital Region (NCR) amid widespread protests.
A three-judge special bench comprising Justices Vikram Nath, Sandeep Mehta and N V Anjaria stayed the directive of a two-judge bench that had ordered authorities in Delhi-NCR to start picking up stray dogs from all localities "at the earliest" and relocate the canines to dog shelters.
The three-judge bench also banned feeding of stray dogs in public places and warned of appropriate action in case of violations.
The two-judge bench's order had drawn criticisms from animal welfare groups, who argued that shelters are inadequate and ill-equipped and insisted that the Animal Birth Control (ABC) programme, which mandates sterilisation and vaccination before releasing dogs back to their original locations, is the only lawful and humane solution.

"Who Decides A Stray Dog Is Aggressive?" Maneka Gandhi Has A Solution
Former Union Minister and animal rights activist Maneka Gandhi welcomed the Supreme Court's verdict and urged it to define the terms on which a dog will be characterised as aggressive.
"We will try for a verdict defining who aggressive dogs are. Per the law, a committee is formed on the matter, and that defines what kind of behaviour is categorised as aggressive," she said.
She noted that there are a lot of people who are not dog-friendly and may exploit the clause in the judgment and label the canine aggressive just to ensure their confinement.
"In case you fall on the dog and it bites you, but there was no such incident before or after that, so would the dog be categorised as aggressive, or would you be at fault. A judgment on this will come in eight weeks," she said.

Expanding the scope of the matter pan-India, the three-judge bench of the Supreme Court impleaded all the states and Union Territories as parties in the matter and transferred to itself the pleas pending before different high courts on the issue of stray dogs. - Dogs will be given deworming medication
- They will be vaccinated and sent back to the same area
- Ban on the order to keep stray dogs in shelter homes
- Dogs with aggressive behavior or those with rabies should be vaccinated
