Liberhan Report: Levels of culpability
New Delhi: The Liberhan Commission, which investigated those responsible for the demolition of the Babri Masjid, has fixed layers of culpability. With exclusive access to the 900-page report, NDTV has summaried these findings as follows.

The Radicals
Referring to the role played by ex-RSS chief Sudarshan, Uma Bharti, Govindacharya, Kalyan Singh and S S Vaghela, the report says:

  • The primary and greatest responsibility for the events of December 6,1992, lies with the radicals.
  • They Had 'complete knowledge of the events as they were scripted'
  • And they had the means to prevent the assault
The Pseudo-Moderates
Referring to Advani, Vajpayee and Joshi, "who could not have defied the diktat of the RSS", the report says:

  • The physical, ideological and intellectual responsibility lies with the 'pseudo moderates'
  • It 'Was their sworn and statutory duty to prevent' such an incident
  • They gave false assurances to court, people, nation
  • But since persons/organisations 'were not decision makers', they could not change the course charted by those bearing primary responsibility
  • They may or may not be part of Sangh Parivar
The Sangh
Referring to the role of the Rashtriya Swayamsevak Sangh, the report says:

  • The RSS was the "author of the movement behind Ayodhya".
The Top Leaders
On the role of the RSS and BJP top leadership, the report says:

  • Blame or credit of the entire temple construction movement at Ayodhya must necessarily be attributed to the Sangh Parivar
  • As inner core of the Sangh Parivar, the top leadership of the RSS and the BJP bear primary responsibility
  • It cannot be assumed even for a moment that Advani, Vajpayee or Joshi didn't know the designs of the Sangh Parivar
Individual Culpability
On fixing individual culpability, the Liberhan report says 68 people are culpable for "leading the country to the brink of communal discord".

Among these are Vajpayee, Advani, Joshi, Bal Thackeray, ex-RSS chief Sudarshan, Uma Bharti, Govindacharya, Kalyan Singh, S S Vaghela and others. The list also includes 11 bureaucrats, three of whom are now deceased. Here's the complete list:
