Some Pakistan watchers have asked whether there should instead be talks with those who are really calling the shots in Pakistan -- the army. However, the Government sources say is futile. India would rather see civilian institutions strengthened in Pakistan, and believes talking to a hostile Pakistan army will serve no purpose.
