The nuclear bill has reached the White House and US President George W Bush is expected to sign the bill by the middle of next week, sources told NDTV. India expects that Bush's signing statement will say that 123 Agreement is only framework of reference and also believes that the statement will provide legal validity to the agreement, sources said.
