The government has pushed hard for quotas in higher education but seems to have forgotten about its own commission set up to look at the welfare of Scheduled Castes. NDTV has learnt that the head of the Commission for Scheduled Castes, Buta Singh, is furious and has written to the Prime Minister complaining that none of the ministries consult the commission. A shaken UPA, which has to face elections in about 16 months, has now woken up.
