The communal violence in Bhainsa town of Andhra Pradesh earlier in October was waiting to happen says the National Minorities Commission. "Atmosphere is sought to be vitiated by hate speeches, hate literature. So conditions were created so a single spark can lead to a conflagration," said Dileep Padgaonkar, Member, National Commission for Minorities.
