The Haqqani network, today considered the deadliest terror group in Afghanistan, is aided and supported by the ISI largely to promote pakistan's interests in Afghanistan against India.
Based in North Waziristan in Pakistan, it is led by Jalauddin Haqqani and his son, Sirajuddin. Because of their close links to the ISI, the Pakistani army has not gone on the offensive against the Haqqanis. Infact they have only thrived operating freely from North Waziristan.
For years their main target has been Indian interests in Afghanistan, including the deadly bombing of the Indian embassy in Kabul in 2008.
Ironically, Jalaluddin Haqqani was once a trusted ally of the CIA in the fight against the Soviets in Afghanistan. He is now believed to be in his 60s or older and has handed day-to-day operations of the group over to son, Sirajuddin.
The network's ties to al-Qaida and other foreign militant groups have remained strong, one of the reasons why it has become such a potent force in Afghanistan.
