Ukraine has vowed to intensify strikes on Russian oil refineries as President Volodymyr Zelensky accused Moscow of preparing a broader winter campaign targeting infrastructure and civilian life. Zelensky claimed Ukrainian intelligence had obtained documents outlining a new Russian strategy aimed at increasing pressure on major cities through attacks on critical infrastructure, transport networks and public facilities. According to Kyiv, the objective is to force civilians to abandon urban centres ahead of winter. In response, Ukraine says it will continue focusing on strategic targets inside Russia, particularly energy infrastructure and oil facilities, while maintaining that it does not deliberately target civilians.
