As the government battles for numbers in the Rajya Sabha on FDI, the quota in promotions bill will be introduced in Rajya Sabha today. Is this a quid pro quo to Mayawati? But what about the larger implications of a constitutional amendment, which will overturn a Supreme Court judgement and make quota promotions legal in all government jobs?
