The Centre's flagship Goods and Services Tax is not an unilateral decision, it also involves state governments, Union finance minister Arun Jaitley said today, hours after the Congress announced that it would boycott the midnight unveiling of the programme on Friday. The opposition, Mr Jaitley said, must have "broad shoulders".
