The government has managed to push through some legislative business, but it has been at the cost of a proper debate that is so essential to the fundamentals of a democracy. The government accuses the opposition of shifting the goalposts on Manipur while the opposition accuses the government of trying to run away from a serious debate on Manipur. Meanwhile, the bill to replace the Centre's controversial ordinance or special order for the control of services in Delhi is likely to be introduced in parliament with key changes.
