How safe is Kudankulam N-plant?

There is fresh concern over the safety of the Kudankulam nuclear plant after four valves were found malfunctioning last week. Now Manmohan Singh's statement to Russian PM of the plant becoming operational this month is ruled out as activists warn this vindicates their stand of clear and present danger. The atomic energy regulatory board, however, maintains it is safe.
